A side-chain is a separate block-chain that runs parallel to the main chain, for example the Bitcoin network, and is attached to the main chain through a simple two-way peg, or special 'address'. A user sends coins to this special address and this amount is effectively 'locked' out from use on the main chain and available on the side chain. This currency is released back to the main chain once its been proven that the side chain is no longer using it.

First of all, one should not confuse private and public blockchains. They have one obvious similarity – they are blockchains, decentralized networks. Every participant of the network keeps a copy of this shared ledger, and all these copies are kept sync with the help of a certain consensus protocol. It means that all the participants of the network have access to identical information. Also, all the networks are immutable, and the information they contain can’t be altered.

Fully private blockchains: a fully private blockchain is a blockchain where write permissions are kept centralized to one organization. Read permissions may be public or restricted to an arbitrary extent. Likely applications include database management, auditing, etc internal to a single company, and so public readability may not be necessary in many cases at all, though in other cases public auditability is desired.
The public blockchain is open to anyone who wants to deploy smart contracts and have their executions performed by public mining nodes. Bitcoin is one of the largest public blockchain networks today. As such, there is limited privacy in the public blockchain. Mining nodes in the public blockchain requires a substantial amount of computational power to maintain the distributed ledger at a large scale. In the Ethereum public blockchain, smart contract codes can be viewed openly.
My chief concern is not with the concept of side chains per se (yet). I have still much to learn about how they are being considered. I am only concerned with the way the concept is being presented here. However, I am sure that much of this was due to space restrictions as much as anything. The concept of side chains is an intriguing one. It is also clearly attempting to address a major problem with the whole Bitcoin scheme- namely the verification latency it introduces for transactions. This is only one of the hurdles facing Bitcoins acceptance into the world of commerce, but it is a considerable one.
In the context of the two-way peg, the DMMS is represented by the Simplified Payment Verification Proof (SPV Proof), which is a DMMS confirming that a specific action on a PoW blockchain occurred. The SPV Proof functions as the proof of possession in the initial parent chain for its secure transfer to a sidechain. Symmetric two-way pegs are the primary type of two-way peg so we will only be referring specifically to the symmetric (compared to asymmetric) peg in this piece.

Bitcoin blockchain design has been done for a specific purpose, and this is a money (crypto currency) transfer. But what will we do, if we want to change or add some functions of the bitcoin blockchain? What if we want to transfer other assets rather than money, what if we want to do transactions automatically when pre-determined events occurred. Or what if we don't want other people see our transactions, or track our transactions' history. You can ask countless of what if questions and every answer to these questions drive you to a different blockchain or configurations

An important distinction to be made about sidechains that needs to be understood is that sidechains themselves help to fuel innovation through experimentation. Rather than providing scalability directly, they allow for trivial experimentation on sidechains with various scalability mechanisms. Using sidechains, one can avoid the problems of initial distribution, market volatility, and barriers to entry when experimenting with altcoins due to the inherent derivation of their scarcity and supply from Bitcoin. Necessity is the answer to that question, well for the short term anyway. Currently public & private blockchains still have a lot of challenging technological problems that need to be sorted out, with privacy and scalability being foremost.
